Our seventh committee is H-UNSC, which is an upper-intermediate-level committee! Empowered by the post-war optimism of the international community, the United Nations Security Council (UNSC) was formed on October 24, 1945, to ensure global peace and security. Despite the deadlocks during the Cold War years stemming from the bipolar antagonism between the Eastern and Western Blocs, the Council has since gained its intended decision-making capabilities with the dissolution of the Soviet Union in 1991. As the new expectations for collective security flourished, the Council was further compelled to address issues such as interstate conflicts, humanitarian crises, and non-conventional warfare, which jeopardized international peace. Vis-à-vis this novel capability for cooperation, the Rwandan Civil War emerged as one of the most pressing tests for the Council’s revitalized authority. With the fragile Arusha Accords hanging in the balance and the region on the brink of mass violence, the members of the Security Council must now meditate on how to prevent the conflict from escalating into a catastrophe with far-reaching humanitarian and geopolitical consequences.
